Do you have any LEDs lit on the motherboard? Any fans turning when you power on?
Fans all work and several lights on the MB light up including DB_PORT that displays code for trouble shooting that reads 88. Just looked up
the code telling you the BIOS is wrong or a busted motherboard.

The only things missing would be "run open bench" and "swap motherboard".

X399 boards aren't cheap, even used ones on eBay. But that's par for Threadripper territory. If you don't want to spend money, the obvious workaround is to use it as-is, and use the outlet's rocker switch for on/off switch.
You were right bout the motherboard prices.
