Hi, I am looking for a 30-inch, 60-144 refresh rate, 1 ms response time, IPS panel 1080p monitor. I also hope that the monitor is quality controlled. Price is not an issue.

There's no reason to go for a 30' 1080p monitor, since the pixels will looked distorted on that resolution. If you want a monitor of such size, I'd go for 1440p or 4K. As for response time, I don't think there are any IPS monitors with 1ms, so you might want to look at TN panels.
