30-40% GPU usage on all games, help!

I have been getting 37% average GPU usage on all games (it is a new graphics card) any way I can figure out what is causing this? when I ran furmark is was at 99%

Have you updated the drivers? What about CPU and GPU voltages, any custom settings that you have changed or not optimized out of the box ?

Just a hunch : try setting Windows power-saving profile to performance and see if there's any difference.
Are you getting stuttering or other graphical issues? If not, there there is no issue. The GPU is used as much as needed, not 100% all the time.

If you are having graphical problems, what are the system specs? GPU? CPU? motherboard? RAM? PSU?
What resolution are you gaming at?
 


Yes sorry I forgot to add the fps is running low because of the low GPU usage. My specs are: GeForce GTX 980 Ti
AMD FX(tm)-9590 Eight-Core Processor
16.00 GB RAM
1920 x 1080, 144Hz
ASUS Sabertooth 990FX R2.0 motherboard

What is your CPU usage during these drops? What games? Also, what are the temps?

Many times when you encounter FPS drops with low GPU usage, it comes down to a CPU bottleneck. Although power hungry, the FX 9590 is basically a overclocked 8350 and if the program is dependent on core IPC, that could be the issue.

However, it could be a overheating issue as well.
 


The temperatures are good, the GPU rarely goes over 64 degrees and CPU usage varies on the 8 cores. 6 of the cores are consistently at about 50% and two are barely used at all.
