30 FPS Locked In MineCraft

I have a AMD 8320 @ 4.4GHZ and Asus Nvidia 960 STRIX OC 2GB and 8gb 1866mhz ram and on minecraft ,my fps is locked to 30 no matter whatm

Check your settings and see if turning off Vsync helps.

Also see if there is a locked FPS setting that makes the game locked at 30.

See if you turned on Adaptive Vsync (Half refresh rate) in Nvidia Control Panel, 3D settings.

Is It supposed to be on or off?

If It's not enabled in global settings check the other panel, Program settings where you might have selected Minecraft specifically.

I turned it off and its at 60 fps now but its locked at that aswell

Now turn off Vsync again in-game and make sure instead of Adaptive Vsync It's completely turned off in Nvidia settings.

That should fix it all.

I have the same problem so i tried that what you writed but it does not work for me...
