30 FPS on R9 380 (1280x1024) Witcher 3

So when i play The Witcher 3, when I enabled hairworks and high settings I get around 25-35 FPS is that normal with R9 380 Sapphire Nitro 4 GB at resoultion 1280x1024, I played it on HDD.
Pc specs:
FX 6300
R9 380 Sapphire Nitro 4 GB
RAM 16 GB HyperX
SSD Crucial 250 GB
HDD 1 TB WD Blue
PSU Argus 720W

Turn off hairworks, it run better on NVIDIA GPU.
