I have an i7 950@3.06, and stock I get a max load temp of about 75, and about 50 idle. I changed the multiplier to 24 for 3.2, and it hits 100c on max load, wtf. Am I just unlucky and got a bad chip, or what? Mobo is an ROG Formula 3

your stock cpu cooler not seated all the way...your stock temps should be in the mid 30 to low 40. any temp higher then mid 40 then the cooler not on right and or needs to be replace with a evo 212 that give you better cooling then the stock cooler.

My bad, forgot to mention I have a Cooler Master v8. Fan RPMs are what they should be, so I don't think it's the fan, and I recently remounted and reapplied thermal paste specifically to rectify this problem. By stock, I mean on stock clock.
check that the cpu cooler fan will spin up to max speed. if not then turn the fan speed up to max and retest. with a cooler that size you should have temps in the 30c range if the cpu fan is spinning up to take the heat load.
