Team T-Force Dark 3000MHz 16GB (2x8GB) DDR4 kit only running at 1200mhz in task manager and CPU-Z. Weird part is i set D.O.C.P in BIOS to 3000mhz but BIOS says its running at 2400mhz.

Solution
1200 is the proper clock speed for "2400Mhz". So it is running at 2400. You might be able to manually set the RAM timing, or you might do a BIOS update and get better performance. There is no generic answer.
Task Manager and CPU-Z show the source clock frequency that is sent to the memory. Since the DDR4 is double data rate (meaning memory processes at twice the source clock frequency) type, the effective present speed of 2400 MHz is twice the clock speed of 1200 MHz.

The memory is presently running at effective frequency of 2400 MHz (with a source frequency of 1200 MHz).

So BIOS reports the effective memory frequency, while Task Manager, CPU-Z, and some other software show the clock source frequency.

If wanting 3000 MHz effective memory frequency, there should (or might be) and XMP to select under BIOS to enable operation at that frequency. If there isn't an XMP option, then memory settings will have to be entered manually, and/or update to latest version of BIOS.

So your'e telling me 1200 and 2400 are now the same thing? Also, how would I manually set the RAM timing? Is that just through D.O.C.P in BIOS?
Yes, the memory is "DDR" that stands for double data rate. It transfers data twice per clock. So a 1200Mhz clock speed has an effective transfer rate of 2400Mt (megatransfers). The "Mhz" designation on RAM is not technically accurate.
What motherboard, and BIOS version do you have?

Insert RAM in A2 and B2 slots, In BIOS enable DOCP and make sure that 3000MHz is selected. You gave latest BIOS version, make sure you install latest chipset drivers.
