3000mhz ram running at 2400mhz

I recently got a new mobo, cpu, ram, and gpu. In the bios, it's saying that my ram is 2400mhz when it should be 3000mhz. I read that I should just change the xmp profile to 3000mhz but wouldn't that be overclocking it? I dont want to overclock.

Cpu: Ryzen 5 2600
Mobo: Asrock b450 pro 4
Ram: T Force Vulcan 16gb (2x8) 3000mhz

Yep that's the boost speeds of XFR. Should boost upward of 3.9ghz under lightly threaded loads or when you have the thermal headroom (ie you CPU is cool enough to handle more heat).
Yes running the ram faster then 2933mhz is considered an overclock. That said if your system will run at 3000mhz your only talking about a 67mhz OC which is tiny tiny. If you can get your ram to run full speed I see zero reason not to. Such a small OC of your Memory controller should not cause your part to die any sooner then it normally would. In fact Ryzen is known to benefit from hefty ram overclocks as it also increases the infinity fabric communication speeds.
 
Thanks for answering so quickly. I'll give it a shot! Also, my cpu is advertise to run at a base clock of 3.4ghz but it's running at about 3.7ghz and fluctuates between that and 3.5 to a little over 3.8ghz. Is that normal?

DDR4 is 2133 standard speed and most RAM defaults to that. I've started seeing some that defaults to 2400 now listed in specs but haven't tested any to see. Seems like that's what you have. RAM typically has several profiles built into it's SPD tables and will pick the default one automatically unless you go and enable XMP, my 3200 RAM set itself to 2133 initially. I enabled XMP and got 3200 but it was unstable so I set it down to 2933 and all is good.

Anything that is faster than the DDR4 standard is technically an overclock, so pretty much all XMP profiles are overclocks by that definition. However the manufacturer has tested and rated the RAM at that speed so you won't be risking any damage to the RAM by setting the XMP profile. 2933 is the highest offical speed for Ryzen, but it won't do any damage to set it to 3000 and see what happens
