300k RPM Fan (Can I overclock with this setup?)

I was wondering if these temps are safe for non overclocking, this was about 1 min after getting off GTA V which I assume puts a heavy load on the processor. I have an aftermarket cooler, it's like an offbrand 212 evo but it works good, also why is my fan saying it's at 300k RPM lol.

cpu is black edition btw, if you don't want to go to the picture it's a phenom ii x4 955 3.21 ghz
