Question 3060 fans not spinning while under load

Hi hi. around last year (November 2022) I got myself a new PC as an early Birthday/Christmas present and have had quite the issue this morning; my GPU fans aren't spinning anymore! They were spinning earlier today but just quit after some time. I dusted the system since they've collected a bit of dust. I wasn't able to get a compressed can of air until today (and trust me; i'm kicking my own butt for that.) I tried going into BIOS and changing some fan settings around, to no luck. I gave the fans a quick spin to see if they're stuck, and they don't seem to be? but maybe its possibly unseated.. I really don't know and would appreciate the help. I don't have the $$$ to buy a new GPU at the moment
 
The gpu fans are generally controlled separately from any fans from bios/uefi. You didn't specify manufacturer of your GPU but I would suggest trying a reset of the GPU. In other words remove any profiles, recent changes, drivers ETC to the GPU then do a clean reinstall.

You have to specify which exact GPU and what temperatures are at load. Most modern GPUs don't spin fans until they reach about 50c, Fans and their RPM curve can be controlled thru driver's control software only.

my PC usually has the gpu fans kick in around 85c
 
That is quite high temperature, should be around 50c, it may not reach it. Look at driver control panel and set fan speed curve lower and fans faster. That card has funny setup for fans.
it really does. I'm looking at the GEForce Experience and set it to 65c (lowest it'll let me go to.) unless I'm looking at the wrong settings?
