Question 3060 suddenly won't boost fully.

My 4 day old 3060 seems to have randomly decided to only boost up to 1400mhz instead of its regular 1950mhz. It had worked fine for 3 days DDU/fresh latest drivers on Win 11 fully up to date.

It happened during World of Tanks. I was in the garage, where the card was boosting regularly at 1900+. It dropped as it does during the loading screen. Upon entering the battle, it was only boosting up to 1400 with the fps dropping accordingly.

I restarted the game, still only 1400. Used Win + Ctrl + Shift + B to reset driver, still only 1400. Tried a different game (Overwatch), still not boosting over 1400. In both games it usually boosts 1900+.

All temperatures were monitored and normal, power was normal. Power management mode normal, it downclocks normally when idle. Nothing is overclocked. 3600/b450/3200cl14/seasonic gx650, otherwise running flawlessly.

It was fixed by restarting the PC.

Any chance it could be a hardware issue with the card? Asking because I have an extremely limited return window.

Could you:
Open Gpu-Z. Click on settings - the 3 bars at the top-right of the Gpu-Z window.
Click on the sensors tab in the settings window. At sensor display mode, click highest, then click ok.
Back on the main window, click on the sensors tab. If all parameters aren't visible, stretch the window vertically until they are.
Play in game for at least a few minutes with Gpu-Z running in the background, then tab back to Gpu-Z and screenshot it - click the camera icon.
Post the image here - you must use an image hosting site to do so, or nothing will appear.


EDIT: I'm curious if one of the parameters comes up as 0. If there's a faulty sensor, it can stop boost.
 
I don't know what changed, but it's boosting now, and nothing else looks out of place...

Yeah, it's been working fine since I restarted PC yesterday. But for whatever reason, while I was playing that same game yesterday, at one point it stopped boosting 1900 and was limited to 1400. Same limitation in Overwatch (only other game I have).

Any chance it could be a red flag with the card? Bought used and need to decide if I should keep within the next couple of days.

Without catching it in the act, I couldn't say/can't tell what could be going on.
All I could say is 'maybe it is the card'.
