I switched to a evga 650 80 plus gold and saw no improvementIt looks like your cpu is throttling? Also, i'd still hazard a guess that you need a better psu.

I used the asus auto oc to oc the cpuCurrent load puts you at 56°C, 4.2GHz, 1.1v
Max load puts you at 95°C, 4.2GHz, 1.1v.
That really looks like someone has tried adjusting settings, overclocking, undervolting etc and messed things up.
Boot up into bios, use F5 (usually) to reset bios to Optimized Factory Default. Has any software like msi dragon center or Asus or OC Genie been attempted, ever?
