Question 3060 ti underperforming

I have a 3060 ti with a 5600x but I can't get over 110 fps on warzone and I am having trouble running any other application in the background of my games

Base clock 4.2 GHz, turbo 4.15 GHz (avg)

You have cpu issues. The cpu is responsible for fps. You'll get below average fps until you can find the reason the turbo speed is considerably lower than base. I'd start with cpu temps, cpu voltages etc. Run HWInfo64 during idle and stress test.

So I ran the stress test that is on CPU-z and this is what I saw on HWInfo which I'm not really familiar with so i also looked at the temp with the amd oc software I ran the test for about 10 minutes

Max load puts you at 95°C, 4.2GHz, 1.1v.

That really looks like someone has tried adjusting settings, overclocking, undervolting etc and messed things up.

Boot up into bios, use F5 (usually) to reset bios to Optimized Factory Default. Has any software like msi dragon center or Asus or OC Genie been attempted, ever?

I used the asus auto oc to oc the cpu
