Question 3060ti power but no signal after replacing 1060

I bought a second-hand 3060ti, OEM blower style and have just replaced my 1060. Fans are turning on but no signal or detection that a GPU is plugged in, windows and BIOS does not recognise any GPU. Replaced my PSU with a 650W Thermaltake ToughPower (from a 450W) still no dice. I’ve tried both PCI-E slots, resetting CMOS, uninstalling and reinstalling drivers, disabled intel graphics and safe booted. My old 1060 still works when I plug it in. Also, my wifi card stops working when the new GPU is plugged in. No clue why.

16gb DDR4 ram
650Watt ToughPower PSU
1TB NVME

I have tried both hdmi and DisplayPort. The person I bought it from had it running in a test computer for me and did show it running with no problems.
Any ideas would be greatly appreciated.
