Question 3070 isn’t detected after Power outage

I have a zotac 3070, a power outage happened and since then my pc won’t boot. I have a tomahawk max 2 mobo and the VGA LED light turns on when I try to power it on. The lights on the GPU turn on and the fans also spin for about 10-15 seconds before stopping. I’ve tried resetting the CMOS and also using a different PCIE slot still the same issue. Do you guys think my 3070 is fried? Btw I have it plugged into a surge protector
 
Well first of all, make sure that you have the correct BIOS, as 5600x has a zen 3 architecture and so mobo needs an upgraded bios, also try swapping the pcie connector on gpu like switching the connectors. And one important thing is to remove all the cables from the PSU and reseat them and drain all the power before turning on again.
