Question 3070 isn’t detected after Power outage

I have a zotac 3070, a power outage happened and since then my pc won’t boot. I have a tomahawk max 2 mobo and the VGA LED light turns on when I try to power it on. The lights on the GPU turn on and the fans also spin for about 10-15 seconds before stopping. I’ve tried resetting the CMOS and also using a different PCIE slot still the same issue. Do you guys think my 3070 is fried? Btw I have it plugged into a surge protector

PSU: EVGA Supernova 750 GT 80 plus gold
MOBO: tomahawk b450 max 2
GPU: Zotac 3070 twin edge O

so I tried the GPU on my buddy’s rig and it worked, bought a new mother board and still same debug light on VGA. Trying new RAM and see if it works

Forgot to mention when I got the new motherboard my monitor receives a signal but it’s black screen with a white underscore on the top left

Well first of all, make sure that you have the correct BIOS, as 5600x has a zen 3 architecture and so mobo needs an upgraded bios, also try swapping the pcie connector on gpu like switching the connectors. And one important thing is to remove all the cables from the PSU and reseat them and drain all the power before turning on again.
