[SOLVED] 3070ti FE overheating?

i just got my hands on a 3070ti FE brand new. I put it in my system and it started out at 30c but now it gets up as high as 75c idling... i put my 1650 super back in and it works fine. i tried everything i could think of but im at a loss. Sometimes i can get it to stay low and run games perfectly.. i played apex earlier with a max temp of 65c but while its doing its weird temp thing, i cant play anything or it will overheat.. is it weird to say that it seems to get worse when i open certain apps? i opened nord vpn earlier and it caused it to shoot back up and went down after i closed it.. did the same thing for discord at first too.

Youll probably think im crazy because when i took the pics for my specs, it is idling at 39c... so im not sure why the temps keep fluctuating but i promise they are doing it.
also i just bought a new psu for it : EVGA 750w 80+ bronze. Could that be my issue?

edit: i also just noticed that when the temps shoot up, my memory clock is at max... right now its sitting at 450mhz idling but sometimes its goes as high as 9500mhz and im just sitting on the desktop.. if that helps. Had to drop my power limit just to keep it from skyrocketing

Have you checked if your GPU is set to a quiet mode? They generally are these days by default set to not spin the fans unless they reach a certain temperature or usage threshold in order to keep the pc as quiet as possible by not having the fans on constantly. Maybe check to see if your gpu's fans are spinning when its idle on the desktop. 75c idle is concerning however, sometimes the fan curves can be broken on new gpu's and you will need to make a new profile for it. Try downloading a gpu monitor that is compatible with your brand of 3070 and see what the fans are doing when idle and in applications. I doubt the psu is the issue however there could possibly be a voltage issue although I don't think that would be the issue. Try the...

I fixed the gpu problem by resetting and updating to windows 11. Everything runs perfectly now but when i put my pc in sleep mode now, the pc turns off and refuses to turn back on for a while.. im very confused..
