Question 3070ti low usage and fps

Ok, I have a good computer and the 3070ti is not outputting what it can handle. I have ran a test can anybody help me? Fortnite frame spikes from 160 down to 10 non-stop and other games are able to hold a solid 100 on low settings 1080p which should be much higher. Does anybody see anything wrong here?

We'll need to know the make and model of your PSU and it's age, powering the entire build.

Fortnite frame spikes from 160 down to 10 non-stop and other games are able to hold a solid 100 on low settings 1080p which should be much higher.
That might very well be an issue with the game, if the issue only crops up there and not on other titles. Regardless, perhaps try uninstalling your GPU drivers, with DDU, then manually reinstalling the latest GPU drivers sourced from Nvidia's support site.
