Question 3070ti not drawing full power

Hi guys, for a lot of time I have been struggling with low fps in lots of games, no matter the engine or in game settings. Yesterday I bought Forza Horizon 5 and cant run it more then 60fps with medium graphics and it stutters a lot no mater the settings. I can see it draws around 130w(and in every other game ), but in youtube i saw in a benchmark video that it draws well north of 200w. In the Forza built in benchmark says that the cpu fps is normal but the gpu is very low. After that i downloaded furmark and in there my gpu draws around 330w with is more then double. I have tried the settings in windows for performance and i have reinstalled gpu drivers. 2 mounts ago i installed a fresh windows 10 but it didn't make a difference.
And 1y ago a power shortage killed my rx5700xt and messed up my psu at the time so i changed them. I don't know if that matters but i though its good to know. Im not sure but after that when i put a ram stick in the 3 and 4 slot my pc doesn't boot but the rgb lights up.

It is very annoying to play with low fps when you paid for a good pc.

PC SPECS:
Gpu: Zotac 3070ti Amp Holo
Cpu : Intel i9 9900kf
Ram: HyperX Predator 1x16 cl16 3200mhz (I have tried 2x8 (performance was the same) but it only worked when i put them in the 1 and 2 slot of the MB)
MB: Auros Z390 Pro Wifi
Psu: Corsair HX1200
Windows 10

You are due for a new motherboard - and won't get much further - if Channel B is out of commission. Dual channel functionality requires a dimm in both Channels A and B. 2 dimms in one of the 2 channels is still single channel mode.
See if motherboard is covered under warranty before running to buy a new board.

Update: I moved my Gpu to the bottom slot and the performance got a lot better but still not what it should be. My motherboard is not in warranty and i will try to find one. The motherboard is the problem but I think dual channel wouldn't make that much of a difference.
