Question 3080 or 4000 series for 1440p?

The series as a whole? Nope. There will be plenty of different models ranging from "unplayable" to "overkill" for 1440p. Somewhere in the middle, there will be something that is right for you.
Best thing to do is wait for the cards to be release, then look at reviews/benchmarks for each model at each resolution.

Keep in mind that there are 3000-series cards marketed for 1080p. And there will be 4000-series cards that will be, too.
 
It depends on the games you are currently playing and the ones you will be playing in the future, the settings you find acceptable and the CPU of your system.
AAA games tend to be very taxing, so the (near)future AAA games may not perform well at 1440p ultra on 4000 series with a previous gen CPU.

In short, non demanding games and (most) 4000 series GPUs is probably overkill, but demanding ones it will probably not be.
