Question 32.0 GB (16.0GB usable)

My motherboard shows 32gig of ram. Only16 gig of 32 gig shows in Windows system. (Installed Ram 32GB (16 GB Usable)...
Used to be all 32GB.
Since I'm starting fresh, I reset the BIOS to default, removed ram and cleaned contacts with DeoxIt D5, reseated two at a time in different slots with same color. Ram is same make and model. Regardless of where I install the ram, Windows only shows half of installed ram. The only clue I have is running CPU-Z which shows 8GB for each slot but Memory tab says Channel # Single.
I've searched the BIOS for a setting but what I've read online is that the Gigabyte GA-970A-DS3P MOBO does it automatically.
By the way, this is another SSD Windows 10 OS doing the same as the original SSD Windows OS. Also I've made sure the two boxes in msconfig for Maximum ram and Maximum processors are unchecked.
I guess there is a bios setting I'm missing?

I would try re-seating the ram again, one stick at a time and see what happens. Also, Windows 10 sometimes reads DS ram as half the the ram x2. Also, did you get the RAM as a 4 stick set?
Yes.
I tried one stick at a time and they are matched 8GB x 4.
It appears anywhere I install the sticks, anymore than two sticks makes Windows see half the ram. The MOBO sees all 32GB.
I'm running a memory test but so far they test good.
A curiousity is the CPU-Z app says the ram is single channel if more than two sticks are installed.

The CPU hasn't been out of the PC since it was built and it was running all the ram 2 weeks ago. My DAW started getting slower and thats when I saw Windows was seeing half the ram. All stick are good and they all have been inserted separately. Whats curious is the app CPU-Z sees two sticks as dual channel, 16GB, and when I start adding from there, CPU-Z says single channel. The bios sees all 32GB.
