[SOLVED] 32 bit application not opening

My system is 64bit windows 10.
I download a android theme editor application. When I double click the .Exe file nothing happens. In task manager it runs as a background process and i found that it is a 32bit application. I tried several ways to open that...

1. Run as administrator
2. Run in compatibility mode
3. Enabling 32bit apps in IIS.

Nothing worked it still runs as a background application.
Anyone help me !!!

Looks like this product which many comments from users say is broken:

Only one comment is saying that it is not working in Windows 10..But I installed it in Windows 7 also not working. Maybe you are right , its not a stable version it may be broken.
