I have a budget for either a 32 inch 720p TV, or a 1080p 24 inch TV. I'm gonna use it for watching TV shows, and Movies from a distance of about 2 meters (6.5 feet). Which one should I get?

That's strictly a personal preference and also probably depends on your eyesight. Given the distance, I'd probably opt for the larger screen as at greater distances and my failing eyesight (age), I often miss (or rather don't miss) the extra details from a 1080p resolution.

Full disclosure: I currently have a 32" 720p HDTV that I view from a distance of approx 9 ft and I'm ok with that, but If I had the budget, I'd probably upgrade that to a 40" 1080p.

I know this isn't really a choice that you listed but maybe save a few more dollars for a 1080 32". If you look around I think you may be able to find a 1080 TV for around the same price as a 720 with the holiday specials going on. I have a 32" 720 TV in my basement and it's fine but there is a noticeable difference in some content.
