32 or 64 bit for 3GB RAM?

I've laptop with celeron CPU & 3GB RAM
what is the best windows for me seven or 8.1 ,32 or 64 bit

I'd probably recommend Windows 7 32 bit if you don't ever plan to exceed 3GB of RAM, or if your CPU is only 32bit, in which case a 64bit OS wouldn't work anyhow.
As darkbreeze said we need the exact model of your CPU to be sure but in general a 64bit OS uses memory more efficiently than a 32bit OS so if your hardware supports it 64bit is always better.

If you have a 64bit CPU, then use a 64bit OS. As mentioned, it will make better use of the available memory, can still run 32 bit programs/applications just fine (32 bit cannot run 64 bit) and will leave the possibility of expanding your memory beyond 3.5GB later if your motherboard supports it, which you cannot do with a 32 bit OS.
 
I disagree. Nobody is going to upgrade the memory of celeron laptop or need to run 64 bit programs. There is little benefit to 64 but for that machine.

On the flip side, 32 bit uses less memory, and has better compatibility in general. This is one of those rare instances where I would stick with 32 bit.
 


How in the world do you make that assumption? That's a ludicrous blanket statement. Just last night I dealt with a thread where a guy was still using a 75mhz Pentium D processor and looking for a cooling fan for it because he had it overclocked in a modular case where it sits underneath the FLOPPY drive, which doesn't leave much room for coolers. And you think it's unlikely somebody might want to add RAM or run 64 bit applications simply because they have a Celeron chip?
 
Yes, dark breeze. That's exactly right. The percentage of laptops that receive memory upgrades is very slim. Even less for a machine like a celeron.

Choosing your OS based on some hypothetical memory upgrade that will likely never happen is not smart. He is far more likely to encounter a program that is incompatible with a 64 bit OS than vice versa or needing and additional memory addressing.

If the the unlikely did happen down the line, then install 64 bit then. But for now, you play the odds. And the odds say 32 but is the correct choice.
 
Yes, there is a right answer. "More is better", always, in everything you do. More RAM, more CPU frequency, more motherboard features, more SSD speed, more GPU power, more HDD capacity, more, more, more! Heh. Ok, too much coffee. My bad.

Anyway, back to the OP's original question, in all seriousness, the biggest determining factor here is what the laptop hardware supports, or is supported by, in terms of OS, BIOS and driver support. What is the full model of the laptop?
 
I won't upgrade my RAM because I've just upgraded it from 1GB to 3GB and my laptop is seven years old ,maybe the next upgrade is to the tomb :)
