For a 3700X based system, I am guessing that I will not detect any difference in performance even though the 3600/18 is $40 more than the 3200/16. Am I off base here?

Solution
Generally there are pretty diminishing returns over 3200. Technically 3600 can often give optimal performance, when the CAS Latency is the same or lower. Between 3200 C16 and 3600 C18 you likely won't have a noticeable difference.

On top of that some Ryzen systems can struggle to get stability past 3200.

IMO just get the cheapest.
