Question 3200mhz running at 2400

I bought a new hyper x fury DDR4 3200mhz 32GB Ram with asus prime z390 a MOBO, but Asus BIO shows that my RAM is running at 2400. If I want to raise the speed to 3200mhz, then is it means that I overclock them or overclocking means speed goes higher than 3200mhz? Goal is to get 3200mhz

They don't run at those speeds out of the box. You have to set it yourself in the bios, via enabling XMP, or entering the settings manually.

Basically, yes.

It is not exactly overclocking. You are just overclocking the RAM to the advertised settings, using XMP profiles. Find RAM settings and set it use to use XMP profiles. It would just be fine.
