My pc runs Win 7 Pro (32 bit with original CD). My laptop runs Win 7 Home Premium (64 bit pre installed). I need to transfer important Word and .mp3 files between the two. What is the safest/most cost effective way to achieve this please?
The bit depth of the OS makes no difference as to stored files (only programs and drivers). Use a flash drive or portable hard drive, copy and paste.
Can I use an Ethernet cable to do this?
Not a standard cable, you would need a "crossover cable." If you don't have a flash drive or portable HDD at hand and both PCs are on the same network you can set up a shared folder as USAFRet suggests.

You could buy an inexpensive LAN card for the PC and have them on a net. If you have the laptop on a home net through a router, then you can link the 2 with a simple Ethernet cable for the pc. Once they are together on a net you can move whatever you want between them through file sharing. Please note that since one is an XP machine you can not use the home network form but need to use the work network.
