[SOLVED] 32GB installed, only 15.5GB usable

I have 4x 8GB 3200MHz installed on my computer, it was all working fine with 32GB usable until today I took out 2 sticks to put into another PC for diagnostics. I put the 2 sticks back in and Windows shows that I have 16.5GB Hardware Reserved and only 15.5GB usable. I was also unable to turn on XMP to 3200MHz, it would reset to default 2400 after 5 boot up attempts. I have also tried the System Configuration Maximum Memory setting but it doesn't work. Can anyone help?

Ryzen 7 2700X
MSI X470 Gaming Pro Carbon
32GB 3200MHz HyperX Predator RGB
1TB Transcend MTE220S(OS Drive)
512GB Sabrent Rocket
Cooler Master 750W Gold

One quick thought:

Which RAM sticks did you remove? Or perhaps more specifically which RAM slots.

Check the motherboard's User Guide/Manual. Some motherboards require that the first RAM stick be installed in a specific RAM slot.

Slot #2 for example.

Slot #2 for example.
I removed A1 and B1 since dual channel requires the RAM to be in A2 and B2. I did boot it up once when it only had 2 sticks in it and didn't notice anything out of the ordinary.
