33% of memory being used at startup?

I just noticed my computer is using 33% of its 8GB memory (4GBx2) when idling. These seems very high. I went to task manager and went to resource monitor and Chrome (to type this) is the highest process by a large margin followed by Explorer. There are many smaller tiny processes but I cant tell what any of them are for the most part. Any suggestions on how to diagnose why so much is being used? I run Windows 7. Thank you!

Windows starts up and uses under 3GB of my 8GB on startup. After playing some games and running Windows for a while I'm at 5.8GB. If I tried to play a game it would work just fine as Windows would clean up some space for the game if needed.

The entire POINT of having this memory is for fast access. You WANT to use it but also have some left over when opening new files. There's a point at which there's nothing Windows can possibly put in there, and conversely if you have not much memory Windows will do a better job of choosing what stays in memory.

I start at about 2.8GB, but my dad only has 2GB on his laptop and he starts at under 1GB of that used.
I would personally be more concerned about the 67% that appears to be being wasted.

If it's data that is cached in RAM, that means it's going to be read exponentially faster than if just reading from disk.

Open task manager/performance/memory, and we will have a look at what is going on.
