350$ for CPU and Motherboard

I have 350$ to buy a new processor and motherboard combo, i have a water cooling loop so i can overclock (or at least i would like to). But i have no clue on what to be looking for. It needs to be Newegg though because its a 350$ newegg gift card. If possible id llike 4.0Ghz but i can try to over clock to that

Your $350 will probably also have to include RAM since most new motherboards need DDR4.

I am pretty sure that I have 8gb of ddr4 ram but just in case i don't i guess ill need more
