Question 35W Uncore on 15W 0.13Ghz 5200u. CPU Problem

Hello guys, I found an old laptop in my house which I stopped using a long time ago bc it became very slow. I though it was bc of its hard drive but I was wrong. When I checked Task Manager the CPU is stuck at 0.13 or 0.48 Ghz depending on the restart. I read a lot of things online but nothing helped so I need your help. I think the problem is that the CPU thinks that its uncore is using 35W and its power throttling itself. I`ve updated to the newest Bios and the newest drivers. The laptop is Lenovo G50-80 with 4gb or Ram, i5-5200u and R5 M330 video card. The problem persists on battery and plugged-in. The parameters I have taken pictures of dont change. Thank you!

I found the problem, its the BIOS. I have Lenovo G50-80, model name 80E5 with Core i5-5200u. I am searching for BIOS B0CN40WW. I upgraded the bios version from B0CN40WW to B0CNA0WW and my CPU stuck to 0.13Ghz and the CPU thinks that Uncore is using around 40W and its power throttling itself. I tried out few older version of BIOS, B0CN95WW - 0.13GHZ, B0CN75WW and B0CN79WW - 0.48Ghz. In versions B0CN75WW and B0CN79WW the CPU thinks that Uncore is using 30W so its throttling itself a bit less, still not at all how it must be. I am searching for my original BIOS version so I can get rid of this problem. I am using the original Ram but I also tried a different one, I tried reinstalling Windows, I tried Windows 7 and Windows 10 and nothing changes.
