[SOLVED] 3600x Acting Up

I posted about my new rig's issues in a different thread but have yet to get any replies. I did an RMA for the video card to see if that's the issue and I'm waiting for the new card to come in. I installed CPU-Z this morning while my issue was occurring (stuttering, fps drops, lag, overall poor performance that intermittently occurs) and noticed that on the CPU tab under Clocks (Core #0) my multiplier is constantly swapping between 37.75 and 43.25 effectively making my core speed go up and down again and again. Is this normal? If not, how do I stop it from occurring?

Also try and uninstall all but the necessary applications on ur pc to rule out issues with a particular program or software... And also check your ram and hdd... use hddsentinnel or hdtune to check the SMART values... another thing is check whether ryzen balanced plan is on in the power settings of windows 10...

core speed going up and down is normal, depends on the workload... need more info:

this appears to be a driver issue... use ddu to uninstall the nvidia graphics driver completely... and then reinstall... also without the gpu , try running a video in vlc and see if there is any lag or audio stuttering...
I just received a replacement gpu via rma today and it obviously didn't fix anything. What is ddu? I can't run without a gpu because ryzen can't process video (no Apu)

I installed DDU and DriverEasy. I'll update all my drivers with Driver Easy. If that doesn't fix it, I'll use DDU to uninstall the graphics driver in safe mode and then install again and let you know what happens. Thanks for the advice.

I uninstalled the gpu drivers with DDU and then reinstalled with DriverEasy. I ran latencymon and I'm still having the same issue. Going to try hddsentinnel and hddtune

I've already downloaded all the drivers from the motherboard website and still had issues afterward.
I moved my SSD to that it wouldnt be located underneath the video card thinking maybe its a temperature issue but although that decreased the temperature, the issue persists. I wanted to add that another issue I'm realizing is when I extract .RAR files it is extremely slow. So are file transfers. Even though HDDsentinel said the drive is good, could it be a bad SSD? It is a store brand from microcenter.
