Will a 3700x/3800x bottleneck a 2080 super? Or the other way around?

1080p 144hz, i want 100+ fps on competitive games like cod, overwatch etc. For triple A games i want 70-90 fps or even more if it's possible with ultra settings of course

I run the new CoD at 1440p with a 2070S in the 120 FPS range.

gut feel, 100+ will be fine from a CPU perspective.
Don't get too hung up on bottlenecks, there will always be a bottleneck somewhere 100% of the time, and it will change from game to game, they are a reasonable match. 1080p 144hz you might find that a 2080 super is overkill in fact.

Ok I’m using a 3700X and 2080 Super at 1440p 144Hz. I get 120+ FPS on COD MW and all my other games. My cpu usage on any core/thread seems to not peak higher than 70% usage during games and average 50 to 60% on the most used core/thread. When loading it will go higher but that’s irrelevant. I am entirely gpu limited at 1440p and have a lot of cpu headroom left.

As you are aiming for 100+ FPS and not something crazy like 200+ I see no problem with a 3700x/3800x.

I'm solidly above 100 fps with a Vega56 and a Ryzen 3600 playing MW 2019 on mostly High settings...I doubt you'll have any issue staying above 100 fps with a 3700x and 2080super.
