[SOLVED] 3700x underperforming

I get about 4400-4500 in cinebench r20. I'm running 2x8gb 3200mhz cl 14 in dual channel, an x570 mobo, and a 240mm AIO. I have the latest bios, chipset drivers, and have the power plan set to ryzen balanced. I have set the FCLK manually to 1600mhz, and temperatures do not exceed 75c while stress testing.

I did have a few instances where my system shutdown due to my pump failing and my 3700x overheating. (fixed now) Is it possible that this could have caused the CPU to degrade? I also changed my ram kit from a 3200mhz cl 16 kit to this new kit. I Don't know if that would've done anything.

PBO is not enabled, when it is I get around ~4600 in cinebench

Any ideas? Thanks in advance.

Your CPU is fine with a score of 4600 in Cinebench so it hasn't degraded.
They shutdown automatically to avoid damage if they get too hot.

Leaving your PBO enabled gives you the best performance
but it can raise temperatures a bit more.
My 3700x gets up to around 72c with PBO enabled using the Wraith Prism cooler in Battlefield V.
Other games it runs lower though.
