3800+ OC'ing

OK Sorry to bug ya'll as i'm sure your tired of giving first time advice, but here we go...

Basically I'm doing a short-term upgrade to my mobo, psu, and case right now... I decided to get a cheap mobo to replace my current one because I am going to wait awhile to get the new phenom II's...

I'm getting the A780FullHD because it supposedly has decent oc'ing options and my cpu is a Athlon 64 X2 3800+ Windsor and my memory is OCZ DDR2 PC2-6400 SLI-Ready Edition.

Can anyone give me some pointers on how to start doing this? Does the CAS Latency of 4-4-4-15 give me any advantage pertaining to oc'ing?

alright, well i'm glad to hear i picked an ok board for this step-up upgrade
 
alright i got all my new stuff set up, but when i went in to start oc'ing and to set the HTT from 10 to 7, and up'ed the FSB to 215 and rebooted, CPU-Z says the HTT is still at 10, yet the FSB is at 215... help?
