I'm trying to decide between Builds #2 and #4 in this list. Build #1 is on the table as a budget build (if I replace the i5-6500).

Which would go better? Is the i5-6500 too much power to go with a 390? I'm not going to be doing anything crazy. Just running 1080p games, looking for a degree of longevity to the system. No overclocking or frills here, just a solid system that does its job.

The i5-6500 would not be too much power for the R9 390. The GTX 970 and R9 390 in performance is the same, maybe a frame different in some games.
The difference is that the GTX 970 has 4gb vram with only 3.5gb fast memory while the 0.5gb is slow/useless. The R9 390 however has
8gb of delicious vram to be used. It's also good for 1440p or 4k if you were ever to change your mind to that from 1080p.
My recommendation is to go for the R9 390.

std clocked cards slight difference in favor of GTX970 http://www.techpowerup.com/reviews/Powercolor/R9_390_PCS_Plus/30.html
GTX970 uses less power produces less heat and has more OC head room!
When I recommend these cards I say GTX970 for 1080P, if higher resolution like 1440P and up 390 which benefits from the 8GB vram at high resolutions!
