[SOLVED] 3900x Cold Boot Issue with DDR4 3600Mhz

I have just built a new system and am having some Ram Issues. I have set the XAMP to Profile 1 as with default Bios settings it was setting the Ram to 2666Mhz. It seemed to be fine but on a cold boot it is not booting. Fans come on and the CPU LED is lit; I then have to reset the power to get a boot. The reset button will not work and I have to pull the plug or hold in the power button.

Ram is Corsair Vengeance 3600Mhz PC428800 and CAS 18 18,22,22,42
Board is MSI Gaming Plus X570
CPU 3900x
PSU is 650 Corsair (only have 8pin in CPU PW1 nothing in CPU PWR2)
GPU is Asus 1060 6GB
M.2 Evo Plus
HDD Toshiba 6TB and WD RED 3TB

UEFI Mode - UEFI
ERP = Enabled
Windows Fast Boot - Disabled
Bios Version - Latest (Can Confirm if needed)

Any help or advice would be welcomed pleas.

Ok so I solved this issue the defaults on the board were high on the vcore it was default 1.457 so set to 1.375v and this has stopped the cold boot issue top Cinebench R20 score is 7587 and been able to OC to 4.2 with a top temp under load of 85 which is a bit high. this is running stock cooler. I have an Arctic Freezer 2 on order so hoping this will drop a few degrees. I would thank everyone for the help but brick wall springs to mind. Thank goodness for my rubber duck!
I have now tried set to default 2666 and same issue.
Set power to restore on power loss and enabled erp - same issue.

I have ordered a molex to 4pin to see if the board does need the 8 +4 power boost but I am doubtful of this.

I will double check for shorts but again I am doubtful.

Looking at the other forums this seems to be a msi issue and I may just get an Asus board to see if this solves the issue.

I have also tried with fast boot on and off still no luck there is a beta bios but not sure if I should try this?
