Question 3900x throttling at stock speeds.

I'm using a 360mm AIO and my 3900x is throttling at 68C. It will run at 4,1Ghz with 100% cpu usage until it reaches that temp then it will run at 2.6Ghz with 70% cpu load. Once it runs at the slower speed and the temps drop it will go back to 100% load and 4.1 Ghz.

I have tired re-applying the thermal paste, I moved the vcore down to 1.300 v this is on a Asus x570 board using the newest bios. The AIO pump is going at max and so is it's fans. Room temp is 73F. PC case has no sides on it yet or filters.

Should it be throttling at 68C? Is there a setting or something i am missing. Mother board settings are at default except the vcore and ram is using docp settings.

Any advice?

Try and reset the BIOS to its default settings and see what happens... Use HWInfo64 and see what the CPU, VRM and chipset temps are. On my crappy MSi X570 Gaming Carbon Pro the CPU will throttle once the VRMs hit 95-100 degrees. You could be experiencing the same issue.
