[SOLVED] 3900x will not Max boost on any core to 4.6Mhz

Cannot get any core to Boost to 4.6 on any setting. ALL set with Ryzen Master. MB: Asus Prime x570 Pro BIOS: ver 1005, RAM: G.SKill 3200c14. Highest MAX Boost: 4.367

I think this is an issue with the 3900x only. I've created a consolidation thread for 3900x only test for Max boost here. https://community.amd.com/message/2927219

Look for it (one or tow cores near max advertised boost) merely when opening/closing single threaded apps like Notepad, task manager, etc; as Cinebench is high threaded, you are more likely going to see the all-core clocks at 300-400 hundred MHz lower clock speed, vice a single core at advertised max...
