Question 3900xt and 6950xt bottleneck???

Just got this GPU yesterday upgraded from a 1060gb but I'm not hitting frames as high as I believe I should one example is COD I'm hitting 150 on competitive settings and GPU stays a 50 percent usage while CPU is at 35 i really don't know why this is happing this with all games too. What's weird is when i upscale resolution fps stay the same lol so imp pretty sure I should be getting more frames at low settings.

Any help appreciated and thank you a ahead of time.

35% CPU doesn't exactly mean the CPU isn't working as hard as it can. You have 12 cores, 4 of them might be pegged at 100%. Multiplayer games take more CPU to run typically.

Not the highest end CPU these days, so there will be some limits. You might have the option of upgrading to something like a 5800X3D/5900X/5950X depending on your motherboard.

Your CPU is what limits your FPS until the video card can no longer keep up because of settings or resolution.
Changing the settings or resolution has very little effect on how many FPS the CPU can put out in a game.
