[SOLVED] 3900xt overheating - Need Help ASAP

Hey!

My CPU 3900xt is overheating.
On Idle it's running 36-60 degrees.
I flashed the latest BIOS, Calibrated fans, and installed all possible drivers and utilities.
Also, the MOBO CPU runs at 50-59 Celsius.

Specs:
CPU: Ryzen 9 3900XT
CPU Cooler: Wraith Prism
Mobo: Aorus x570 master
GPU: Gigabyte RTX 2080 OC
RAM: Viper Steel DDR4 UDIMM 4400Mhz 16GB
SSD: Kingston 250GB (M2 Incoming)

(Brand New Components)

The CPU fan is really loud. The HW monitor shows spikes in temperature. (36-49 Celsius)
MOBO Debugging CODE is "A0".

Any help is much appreciated.
 
Solution
Windows Power Plan was the problem. I looked into everything except that.

The minimum CPU state was 99% and MAX was set at 100%.
Lowering Min to 20% and MAX to 99% Solved the problem. Stable 35-37 Degrees now.
