I own both 3930k and 6700k so ill go ahead and list the specs for both and get to the issue im having,
my main pc:
3930k oc 4.2ghz 1.37v
sabertooth x79
32gb kit of hyperX 1600Mhz
GTX 1080
500gb samsung 850 evo
4tb seagate barracuda

Other pc(mainly only gets used for when friends come over)
6700k no oc
asus z170 deluxe
24gb ddr4 2133Mhz hyperX 1 16gb kit and another 8gb kit(upgraded from 16gb back in 2017)
reference gtx 980 bios hacked
250gb samsung 960 evo nvme ssd
2td WD Blue

i never noticed until today when we were playing BFV beta. My 6700k build was getting more fps and more staying closer to the 144hz of the monitor than my 3930k build. So we tested a few more games which are fortnite,BF1,BeamNG,Forza7,GTAV. My GTX 1080 was only getting 40-80% utilization and my 3930k only got up to 60%ish. The 6700k was getting about the same besides in BFV it was at 95% on cpu and 99% on gtx 980 on all games.

So my question is could my 3930k be "bottlenecking" my GTX 1080 or could it be something else?

EDIT: i ran a benchmark on both systems with GTX 1080

I also did a fresh install of windows 10 pro on both systems.i think my install on the 3930k was bit messed up since i did upgrade from windows 7 pro to windows 10 pro and it always would act a bit weird.

i use cinema 4d/photo shop/after effects/ sony vegas alot and the extra cores and threads come in handy i also run a few vms

i thought the 3930k would be better since the 3930k has better quadcore performance and multi thread performance at clock for clock i can push my 3930k to 4.8ghz 1.42v and it just destroys my 6700k in pretty much everything or at least i thought and i have oc my 6700k before but i dont like how much voltage i have to push and my mobo is a bit wonky since ive tried offset mode and i cant get any lower than 1.45v or it crashes at 4.7ghz but if i set manual voltage to 1.38v its stable but i dont wanna run at that voltage 24/7

i dont think so lol no disrespect but if that was the case gtx 770s and core 2 quads or even gtx 560 tis shouldn't be able to game now

Well, within their own capabilities I suppose they are/can but I don't think there is a question in anyone's mind about it being obsolete to a certain degree. You wouldn't go out and buy a 560 on purpose right now without a special reason. No one out there is saying that a 1060 performs better only because it's newer, but because of the advances made in the design and capabilities of the process.
Even beyond what the architecture is capable of, as electronics age they don't perform as well as they did new. It's just part of the aging of the circuitry and parts and what they are made of. It isn't just computers. A light bulb that has been burning for a while isn't as bright as a new one of the same make, screens like on your computer, a tv...all of it.

i get what ur saying but a gtx 1080 that gets lets say 100 fps in a game and u take the gtx 1080 5 years from its still going to get the same fps in that game if the thermal compound is changed and the card is cleaned out time to time
