Do these temperature fluctuations for a Ryzen 3950x, which is virtually idle (CPU usage is the green line), seem normal?

It is fluctuating from 32C to 68C and back. The max CPU usage during this time has been 12%.

I have set my fans to be at low RPMs until the temperature goes above 60C. They are barely fluctuating at the moment as the CPU temps do not stay above 60C for long enough.

I've read that Ryzen 3950X temperature fluctuations are normal. But I don't know whether or not they fluctuate as much as I am seeing.

My ambient temperature is 23C.

If I run something that puts the CPU (in this case, a simple Python stress test) under full load, the temperature becomes a lot more stable, and settles at around 65C.

can't say about the 3950X, but I run a 3700X and when I have nothing open my temps fluctuate between low 30s and high 50s all the time as well although I run a custom loop. seeing the 3950X comes with additional cores and horsepower I don't think that's too unusual behaviour. heat builds up faster than initially than it can be dissipated with the Zen2 chips or so I've read

As long as it's fine under stress tests (which it appears to be) I wouldn't worry about it. These chips are a bit jumpy I've noticed, even at idle, although mine do fluctuate less, anywhere from 32 C - 50 idle. Maybe because so many cores crammed in. Have a 3900x build myself
