3D animation Rendering and modeling for $800 budget

hi guys. I am a dummy computer hardware. i need your help to chose waht to buy for my project. basicly i need a PC to use for 3D animation rendering and modeling. mostly i will use for Autodesk Maya animation 4d, cubase, and adobe familly's program including after effect.
so i need you guys to give me a list of hardware for this range of price. i want to get an upgradable PC that i will able to chnage letter, i will chose 1x8 gb of ram and i will upgrade it to 32 gb ram( 3x8gb more) also if i can ignore to purchese VGA card i will do it and buy it letter

the things i will not need:
-OS
-Keyboard/mouse
-speakers
-monitor
-case or powersuply (i see almost case come with power suply) but if i can get better powersuply for better performance why not

and also i would like to buy an drawing pad if i have enought money left

tried to build one, but i dont know is it good or not, also i will take an AMD processor if can doing better than intel core i7

Minor revisions over BadActor's build... 2x16GB and left two memory slots open, added an SSD, changed to a GTX 950, and also added a quality PSU. The GTX 1060 is nice, but a bit of overkill for your rendering and modeling. Regarding a PSU, look toward XFX, Seasonic, or the EVGA G2 lineup. hi sadams, actually I will chose 2gb of VGA to save more money and good to upgrade in next day. but the question is why 3gb of VGA is a bit overkill then 2 GB for rendering?

thaks for list of suggestion. thaw was a good choice to get a good performance with low budget but GeForce GTX 1060 3GB GAMING Video Card seem tobe expensive for upgradable VGA...
