3D Blaster4 Ti4800-SE (GF4 Ti4800-SE) Problem

I used to have a 64mb GeForce2 MX400 graphics card and when I played UT2003, I got 20 FPS with it. Now I have a 128mb GeForce4 Ti4800-SE (3DBlaster4) and when I played UT2003, I still get 20 FPS! The game is running quite laggy. I am supposed to get 120+ FPS and it was reviewed on a website. I have the latest drivers as well.
Can someone please please help me!

So basically, I used to have a GF2 MX400 then I put in my GF4 Ti4800-SE and it didn't make any difference!
