Question 3D spike make me lag each time & CPU/GPU aren't at 100% ?

Hello,

I've a problem on GTA V RP. First i had the stuttering issue. At one point it dissapeared and now i've a 3D spike that make me lag each time it happens.
I've made a new PC but i still have an old graphic card MSI 970 GTX. I don't know how to solve that issue if it is solvable.
Also if i don't move my fps w/o vsync goes 150 to 130 really fast and at one point, like every 5-10s a 70 something appear.

We're going to need a little more information. Please list the specs to your build like so:

Motherboard:
Ram:
SSD/HDD:
GPU:
PSU:
Chassis:
OS: version(not edition) of OS if on Windows 10.
Monitor:

if you've recycled any parts from the older system, please mention them. If you've recycled the storage drives, did you reinstall the OS? Driver version for the GPU? BIOS version for motherboard?

Motherboard: MSI MPG Z390 Gaming Plus
Ram: DDR4 Corsair Vengeance LPX 32 Go 3200 MHz
SSD/HDD: Crucial P1 M.2 (dows boot) / Sandisk SSD Ultra 3D(steam on it) / Seagate Barracuda 1to (rest like videos)
GPU: MSI 970 GTX (The only thing i kept from my previous computer with the monitor)
PSU: Corsair TX850M - 850W
Chassis: Corsair Obsidian 500D
OS: W10 64bits (legit)
Monitor: Asus VE27Q
