I've got 3 monitors, DVI-DVI, DVI-DVI, HDMI-DVI. When all three are connected, only First and Last are running. When HDMI input is disconnected, First and Second are running.

On the first screenshot:
- No. 1 is the Last display
- No. 2 is the First display
- No. 3 is the Second display
On the second screenshot:
- No. 2 is the Last display
- No. 3 is the First Display
- Either No. 1 or No. 4 is the Second display
When HDMI is unplugged No. 1 is not recieving any video input, although Windows Settings does not show that it is disconnected.
The First display is Samsung SyncMaster 2253 BW
The Second display is LG 24GM77
The Last display is Philips 222E
The GPU is R9 280x
The Graphics Card is Sapphire R9 280 Double-X
Windows has detected the display adapter as Radeon R9 200 Series
The Operating System is Windows Server 2016
