I've only got a 850w psu but the CPU not mining in the system.
I've got 2 of them right now.
I was thinking of running them default speed (1000mhz) all of them are tri-x model.
Will 850w be enough?
or would I need to lower power %?

Solution

Yeah, definitely worth a shot. I've had a few AMD cards, and I was able to undervoltage all of them by at least 30 mV from what I remember. But you'll need to experiment for yourself to see what you're able to do with your cards. I think it's plausible that you could reduce total power consumption of the 3 cards by say 50W (maybe more) through undervolting.
The max power draw on a Tri-X 290 is ~250W (+/- a bit). While mining won't run 100% of the card at 100% max draw, it's a possibility.

In theory, a quality 850W PSU could run 3 of them, paired with a low powered CPU/RAM etc, but it would be a little close for comfort IMO.

I've got a low powered cpu and 4gb ddr4 ram, evga G2 supernova 80+ gold effieciency 850w

Alright, that will probably pin the card at or close to 100% power usage. So basically it's as @Barty1884 said, in theory you will be just under the PSU's rated power output (and that's a very good PSU), but it's little iffy.

so what about undervolting like two of the gpus? -30 or -50mv etc would it lower the power consumption alot?
