4.6 ghz on i5 6600k

So I'm stable at 4.6ghz on my 6600k. The only problem is I have to get close to 1.4V to get there. I'm just not understanding my voltages though. If I set my BIOS voltage to say 1.4, when I bench, it only gets up to about 1.370 or something. It never actually gets to what my BIOS is set to. But when I stop the stress test or bench, the voltage goes right up to my 1.4 V (or whatever it's set to). My voltage also does not drop down when CPU not under stress. Voltage is set to adaptive. Heat is not my issue at all. I could probably run this thing at 1.450 V without over temping. I just don't like how high my voltages are getting, and the fact that they aren't dropping at idle.

I'm not blue screening. It's running stable under Prime 95. But it's idling at about 1.4V which I don't like. Under stress it is a little below 1.4, around 1.370-1.38. Which I wouldn't mind at all...If I could get my idle voltage to drop.
 
Figured part of it out. So on my board I have to hit caps lock, and then type in the LLC level I want. I selected high, seems to be doing better under stress testing, not drooping as much. The voltage still remains high though, even not under load. Wish I could bring it down at idle.
