[SOLVED] 4 Fans - Is this RPM Normal - Too Loud...

I purchased an IBUYPOWER BB953 at BestBuy - I7 8700K @ 3.7 Ghz, ASROCK Z370 IB-R, and RTX 2080 card. Unit has 4 fans (and water cooled) and I can hear the fan blow constantly which is annoying. I used Fantastic and set all fans to silent. This is the reading in the BIOS at idle after one hour web browsing:
CPU Fan 1 864
Chassis Fan 1 1305
Chassis Fan 2 1664
Chassis Fan 3 1204
CPU temp 44.5C

Is this normal? This is my second system because I exchanged the first one with chassis fan over 2000 at silent. I called Ibuypower tech support and they said fans could be at 680 for idle...I can't get that with silent setting. I'm concerned my CPU temp will go up if I monkey around with the custom fan settings in BIOS.

Thoughts? Advice?

Normally if you have a headset it will cancel the sound out but idk what to say. You can try to just have the radiator fans on a higher curve and the case fans lower.

I work from home some days so have to listen to the fans...don't use a headset. Thanks.
