Take a look in your Taskmanager. Under Hardware Reserved you will most likely see 512 MB.
It has a lot to do with your GPU.
When you dont have a GPU installed you still need Ram for your Graphics, VRAM.
In your case most likely your onboard GPU uses system Ram, I guess.
In most cases you can set the amount it uses in the BIOS settings.
However, I guess you should also be fine with 3,5 GB of system RAM.
Vram is something not to neglect

Your graphics card has very little to do with the System RAM in your computer. I have (Right Now) 32GB of RAM in my machine and 29GB of it is usable. This is in part due to how bytes are counted by the OS and reservations made by the OS. EasyLover is quite correct.

An excellent point. Since most on-board GPU solutions rely on utilising your system RAM you can loose up to a GB of RAM or more as the system Reserve's it for the on-board GPU.

No it isn't, not in all cases. It is shared when you are using an onboard GPU and not a discreet video card. Since a Video card has its own RAM it does not need to rely on the system reserving portions of system RAM for the GPU's use.

Yes this is true and still it is known.
