Question 4 Motherboards and 4 of My USB ports dont work on each. CPU issue?

Alright so i have a new PC Build, its running fine and nicely but the issue is 4 of my USB are not functional, They receive (Power) but do not read data, This is my 4TH motherboard with this exact issue
Here is the Build

MSI x470 Gaming Plus (latest bios 7B79vA9)
Radeon RX 580
16GB 3000mhz G.Skill Jigsaw V DDR4
Ryzen 7 1700 OCed @3.7Ghz with stable vCore of 1.275
Windows 10

* These are the 4 USB Ports if that matters. Colored in Black.

What did i do to try and fix the problem?

* Updated Bios to latest

* Reinstalled Windows 10 atleast 4 times

* Replaced Ram,

* Undo the OC

* Replace Motherboard 4 times, went from Asus to 3xMSI Gaming Plus

* Device Manager shows everything is working fine.

* Replaced PSU from EVGA 500BQ bronze to a 600w Thermaltake Dps Smart

I would like to know what could my issue be? Ive been told that my Ryzen 7 1700 could be defective even though it working fine. any ideas? Do i need to replace the CPU?

Edit: Also on each motherboard when i stick a USB device in those slots within the bios it freezes for a sec like its loading then comes back like nothing happened.

for a defective hardware test boot to a linux live disk. see if the ports work in a new environment, if all is well in linux the problem is software related, drivers or settings inside windows.
Boot to a USB drive with linux on it. grab a USB drive, a copy of rufus and a linux distribution.
http://distrowatch.com/ has tons of differing linux distributions and download links. I personally am fond of linux mint with cinnamon.
https://rufus.ie/ the utility used to extract the ISO file to the USB drive.

use rufus to extract the selected ISO to the thumb drive. it will make the drive bootable and you can run linux from the drive once done.
Reboot into linux and proceed to test the hardware. connect to internet, watch videos, await problems.
if linux is good and stable the issue is most likely inside windows or otherwise software related.
this is a test of the hardware.

a quick test will answer the hardware or no question.

Have you installed the motherboard chipset drivers that come on a cd with your motherboard?
Particularly the USB drivers?

I did not sense no disk drive but went straight to AMDs website for them.

Just tried it and usb was not being detected, But still got power. Also on each motherboard when i stick a USB device in those slots within the bios it freezes for a sec like its loading then comes back like nothing happened.

page 48 in the manual. is the legacy settings for USB set to disabled? if so try again with it set to enabled or auto.
make sure all the USB controllers are enabled in the BIOS.

those are the USB 3.1 gen 1 ports right?

Its any USB device, whether its my microphone,Elgato Stream deck, or Capture Card, they all just receive power from those ports, no data goes through :/ even device manager shows all devices are fine.

Update. I got my new processor today from Amazon and it was the ISSUE! all 4 USB ports are now working fine. thankyou guys for your help!
